It is not available for free, simply because developing the software and updating the hairstyles is very expensive. Not to mention the hosting and server costs.

no free ones to mention, but you could get a program like cosmopolitan makeover for fairly cheap.
You can go to I Vilage and do that for free. You can even download a picture of yourself. If you pay for it you get more options but you can still do a lot for free. I have also found other sites that let you do this. Just search for free virtual makeover.
